The Committee may also receive and consider communications by individuals who deem to have suffered a violation of a right set forth in the Convention. However, a person may submit a communication to the Committee only if the State party that is accused to have violated the Convention has accepted this competence of the Committee.
At the moment, only few States party have accepted this procedure.
