In accordance with General Assembly resolution 60/251, the Kingdom of Morocco submitted its second report under the URP mechanism in 2012. The troika – namely, the group of three States who serve as rapporteurs and who are charged with preparing the report of the Working Group on the country review with the involvement of the State under review and assistance from the OHCHR – was composed by Burkina Faso, Bangladesh and Italy. No specific references were made on the situation on Western Sahara.

The report is a compilation of the information contained in the reports of treaty bodies, special procedures, including observations and comments by the State concerned, the Office of the United Nations High Commissioner for Human Rights (OHCHR), and other relevant official United Nations documents. Specific references on the situation on Western Sahara were made in the following paragraphs: 27; 43-46.

The report is a summary of stakeholders’ submission to the URP prepared by the Office of the High Commissioner for Human Rights for the Human Rights Council. Among others, it includes views of International Commission of Jurists (ICJ), Front Line Defenders (FL), the Collectif pour la promotion des droits des personnes en situation de handicap – Disability Rights Promotion Group (CHDM), European Centre for law and Justice (ECLJ). Specific references on the situation on Western Sahara were made in the following paragraphs: 47; 69-75.
REPORT OF THE WORKING GROUP ON THE UNIVERSAL PERIODIC REVIEW – MOROCCO – 6 July 2012

The Working Group on the Universal Periodic Review reviewed Morocco’s report in May 2012. The first part of the report contains a presentation by Morocco and a summary of the interactive dialogue with other States participating to the review process. The second part is dedicated to the Human Rights Council’s conclusions and recommendations. Specific references on the situation on Western Sahara were made in the following paragraphs: 16; 30; 36; 38; 48; 63; 73; 88. Further references were made in Recommendations nos. 130.3; 130.11; 130.12; 131.4 (not joined by Morocco); 132.1 (rejected by Morocco).
