In accordance with General Assembly resolution 60/251, the Kingdom of Morocco submitted its first report under the URP mechanism in 2008. It refers to Morocco’s commitments to international human rights law treaties and to the “Moroccan initiative for negotiating an autonomy statute for the Sahara region”. Specific references on the situation on Western Sahara were made in the following paragraphs: 9; 44-45.

The report is a compilation of the information contained in the reports of treaty bodies, special procedures, including observations and comments by the State concerned, the Office of the United Nations High Commissioner for Human Rights (OHCHR), and other relevant official United Nations documents. The report is a summary of stakeholders’ submission to the URP prepared by the Office of the High Commissioner for Human Rights for the Human Rights Council. Among others, it includes views of the International Lesbian and Gay Association (ILGA), the Consultative Council on Human Rights, Moroccan Human Rights Organization (OMDH) and the International Federation of Human Rights Leagues (FIDH). Specific references on the situation on Western Sahara were made in the following paragraphs: 11; 18; 36; 41-47.

The Working Group on the Universal Periodic Review reviewed Morocco’s report on 8 April 2008. The first part of the report contains a presentation by Morocco, several statements made by some delegations (among others, Palestine, Kuwait, Pakistan, Russian Federation, Yemen), the related replies of Morocco. The second part is dedicated to the Human Rights Council’s conclusions and recommendations. No specific references were made on the situation on Western Sahara.
