The Periodic Review Mechanism

The Committee Against Torture is called to consider the reports submitted by States Parties every four years on the measures they have adopted in order to implement the Convention.

This activity is facilitated by a list of issues which is transmitted by the Committee to the State under examination. The aim is to focus the dialogue on specific issues that arise from the analysis of the report submitted by the State in question as well as from information provided by other human rights mechanisms, National Human Rights Institutions (NHRI) and NGOs.

The dialogue with the delegation of the State under examination ends with the adoption of the Committee’s concluding observations. They address both positive and negative developments which took place in the period covered by the report and include the recommendations for improving the implementation of the Convention’s provisions in the State party.

The States parties has the right to comment on their concluding observations. In case of particularly serious issues, the Committee may establish a follow-up procedure through which the State under examination is obliged to report in a year on the measures adopted to implement the Committee’s recommendations.
