The individual complaint procedures

The individual complaint procedures are a mechanism that allows individuals who deem to have suffered the violation of a right protected by an international Convention to address a claim to an international Committee.

Individuals, who are under the jurisdiction of Morocco and believe that Morocco has violated the rights protected by the following treaties, may submit a claim to:

the Committee Against Torture: according to Art. 22, Morocco accepted the competence of the Committee to receive and consider complaints from individuals in 2006;
the Committee on the Elimination of All Forms of Racial Discrimination: under Art. 14, Morocco accepted the competence of the Committee to receive and consider complaints from individuals in 2006;
the Committee on the Rights of Persons with Disabilities: Morocco ratified the Optional Protocol to the Convention on the Rights of Persons with Disabilities in 2009.

To submit a complaint to the mentioned Committees, the following forms should be filled:

In a urgent context, a petition may be sent also by fax to + 41 22 917 90 22.

By contrast, Morocco has not ratified or accepted the compliant procedures provided for the following treaties:

First Optional Protocol to the International Covenant on Civil and Political Rights (see, OP ICCPR)
Optional Protocol to the International Covenant on Economic, Social and Cultural Rights (see, OP ICCPR)
Optional Protocol to the Convention on the Elimination of Discrimination against Women (see OP CEDAW)
Art. 77 of the International Convention on the Protection of the Rights of All Migrants Workers and Members of Their Families (see ICPRW)
Art. 31 of the International Convention for the Protection of All Persons from Enforced Disappearance;
Optional Protocol to the Convention on the Rights of the Child on a Communication Procedure (see OP CRC complaint procedure, signature only, 2012).
