The individual complaint procedures

The individual complaint procedures are a mechanism that allows individuals who deem to have suffered the violation of a right protected by an international Convention to address a claim to an international Committee.

Individuals, who are under the jurisdiction of Morocco and believe that Morocco has violated the rights protected by the following treaties, may submit a claim to:

To submit a complaint to the mentioned Committees, the following forms should be filled: 
Once the form is filled, it must be sent to one of the following addresses:
  • by mail: Petitions and Inquiries Section – Office of the High Commissioner for Human Rights / United Nations Office at Geneva, 1211 Geneva 10, Switzerland.
  • by e-mail: petitions[at]ohchr.org

In a urgent context, a petition may be sent also by fax to + 41 22 917 90 22.

By contrast, Morocco has not ratified or accepted the compliant procedures provided for the following treaties:

  • First Optional Protocol to the International Covenant on Civil and Political Rights (see, OP ICCPR)
  • Optional Protocol to the International Covenant on Economic, Social and Cultural Rights (see, OP ICCPR)
  • Optional Protocol to the Convention on the Elimination of Discrimination against Women (see OP CEDAW)
  • Art. 77 of the International Convention on the Protection of the Rights of All Migrants Workers and Members of Their Families (see ICPRW)
  • Art. 31 of the International Convention for the Protection of All Persons from Enforced Disappearance;
  • Optional Protocol to the Convention on the Rights of the Child on a Communication Procedure (see OP CRC complaint procedure, signature only, 2012).
