Individual Communication

Morocco accepted the competence of the Committee to receive and to consider communications submitted by individuals who are under Morocco’s jurisdiction and deem that a right set forth in the CAT has been violated. Therefore, in the case of individuals who are under the jurisdiction of Morocco and believe that Morocco has violated the rights protected by the Convention Against Torture, they may submit a claim to the Committee Against Torture.

This is the case of

- Ennaama Asfari, whose violations has been evaluated by the Committee Against Torture in 2016. The views adopted by the Committee can be download here: Ennaama Asfari – 2016;

Sidi Abdallah Abbahah, whose violations has been evaluated by the Committee Against Torture in 2022. The views adopted by the Committee can be download here: Sidi Abdallah Abbahah – 2022;

Abdel Jalil Laaroussi, whose violations has been evaluated by the Committee Against Torture in 2022. The views adopted by the Committee can be download here: Abdel Jalil Laaroussi – 2022.

To submit a complaint to the Committee Against Torture, the following form should be filled: Complaint Form for CAT. Once the form is filled, it must be sent to one of the following addresses:

  • by mail: Petitions and Inquiries Section – Office of the High Commissioner for Human Rights / United Nations Office at Geneva, 1211 Geneva 10, Switzerland.
  • by e-mail: petitions[at]ohchr.org.

In a urgent context, a petition may be sent also by fax to + 41 22 917 90 22.
