Thanks to the adoption by the General Assembly of an Optional Protocol to the Covenant in 2008, the Committee will have the competence to receive and consider communications from individuals who claim to be victims of a violation of the rights set forth in the Covenant and are subject to the jurisdiction of a State party to the Optional Protocol.
