The Human Rights Committee may:
- receive and consider communications by individuals as provided in the first Protocol to the Covenant;
- receive and consider communications by a State Party on the violation of the Covenant by another State Party as established by Art. 41 ICCPR. These communications may be received and considered only if submitted by a State Party which has made a declaration recognizing in regard to itself this competence of the Committee.
