The Periodic Report Mechanism

According to its Art. 28, a Human Rights Committee was established by the ICCPR. It is composed of experts of high moral character in the field of human rights, who are elected for a term of four years by secret ballot from a list of persons proposed by States Parties to the Covenant.

The Committee has the task to consider the reports submitted by States Parties on the measures they have adopted in order to give effect to the rights recognized in the Covenant (Art. 40 ICCPR). The process ends with the adoption of the general comments that the Committee may consider appropriate to address to the State followed by the comments elaborated by this State as a reply to the concluding observations of the Human Rights Committee.
